Presenter Biography: Mr Subir Mandal, graduated in Instrumentation Engineering from IIT- Kharagpur India, is serving Petrochemical & Refining Industries more than 18 years. He has been associated with implementation Safety Instrumented System procedures and lifecycles and dealing with compliance of IEC-61508/11 throughout the various plants in the petrochemical industries in Middle East and India. He has executed, implemented SIL assessment, validation and associated design changes, maintenance recommendations for Cracker and Ethylene Glycol Plant. He also hold post graduate certification in business management from XLRI-Jamshedpur.

Framing up and Implementation of Safety Management System in Petrochemical Plant – A Path Forward.

Abstract: The objective of this paper is to share the path forward for implementation of safety instrumented system management procedure, different steps of executions and workflow. The Safety Instrumented System (SIS) Management formalizes the process of establishing and assuring safety integrity and reliability of instrumentation devices associated with HSEMS. In the subsequent sections of the paper SIS management procedures and associated workflow are framed up and elaborated. A series of activities are involved in different steps of the workflow. A need for reassessment, revalidation of SIL is felt and to be done periodically to keep the Target SIL intact, while execution of proof test, functional test is also important while monitoring results as well test frequency is a must. Test results and plan shall be recorded for history as well as for audit purpose. Technical Authority instrumentation discipline shall be the custodian of any SIS design changes, validation of the SIF loops and generation of associated recommendations and obtaining approval of recommendation. Maintenance team holds the responsibility of planning associated with the implementation of recommendations in SAP and monitors the results associated with execution of tasks. Plant Maintenance Execution department holds the responsibilities the execution of Task and approval of associated deferment of execution of tasks. Any new changes and replacement of instrumentation new devices which affects loop safety integrity shall be revalidated by concerned Technical Authority.
